Hickory Injury Attorney for Catawba, Burke and Caldwell Counties
After a crash in Hickory, call me first. We start with a talk by telephone or by video link. With that conversation done, I can come to you, meeting at your Hickory house or any place in town that suits you, and the question of representation gets settled right there, in that meeting.
Hickory has more residents than any other city in the seven counties this site groups as the Foothills, and its city limits run past Catawba County into Burke County and Caldwell County. I work from a single office in Graham, and nothing about calling from Hickory changes the opening call or the in-person visit that follows it.
The rest of this page settles which agency handles a Hickory crash report, how the three-county line works, which courthouse a case can be filed in, how U.S. 321, I-40 and U.S. 70 run through the southwest of the city, where NCDOT's newest city ranking places Hickory, and what to bring when we meet.
01
Hickory Police Department crashes and the city-limits line
The Hickory Police Department is the agency a driver notifies after a reportable crash inside Hickory city limits, since G.S. 20-166.1(a) sends that notice to the local police department in a city or town. Outside a municipality, the same subsection directs notice instead to the State Highway Patrol, the county's sheriff or rural police that meet its terms.
In G.S. 20-4.01(33b), a reportable crash is a crash that kills or hurts someone, or one whose property damage adds up to $1,000 or more. Subsection (e) of G.S. 20-166.1 then sets 24 hours as the limit for the investigating officer's written report.
A crash inside Hickory city limits
Notice goes to the Hickory Police Department, and the report comes from its Records Division at the Floyd W. Lucas, Jr. Police Headquarters on 2nd Avenue SW.
A crash past the Hickory line
The Patrol, the sheriff or rural police get the notice, and the report comes from whichever of them investigated.
The department's Patrol Division divides Hickory into five P.A.C.T. zones named Adam, Baker, Charles, David and Edward, each with its own commander. Its October 2026 Pay Attention in City Traffic enforcement named Falling Creek Road along with stretches of 8th Avenue and 33rd Avenue NW, and listed speeding and distracted driving among the violations it targets.
Note the street a Hickory crash happened on and the closest intersection. That spot decides whether the Hickory Police Department or another agency holds the report.
The Foothills region page identifies the State Highway Patrol troop for Catawba County roads outside the towns.
02
Hickory's city limits reach into Burke and Caldwell counties
Catawba County holds nearly every part of the City of Hickory, and the state's Office of State Budget and Management names Burke and Caldwell as Hickory's two other counties in its Vintage 2025 listing of municipalities split by a county line. That table counts 131 Hickory residents in the Burke and Caldwell parts combined, with everyone else in the Catawba County part.
No city in the Foothills counties of Alexander, Burke, Caldwell, Catawba, Cleveland, McDowell and Wilkes is larger than Hickory, going by Census Bureau and state estimates for mid-2025. Shelby comes next with about half as many residents.
| Place, as the Census Bureau names it | Residents, V2025 estimate for July 1, 2025 |
|---|---|
| Hickory city | 45,975 |
| Shelby city | 23,309 |
| Lenoir city | 18,372 |
| Morganton city | 17,849 |
| Newton city | 13,822 |
Which of the three counties each party lives in bears on the courthouse question under G.S. 1-82. It leaves the police question alone, because a crash inside city limits goes to the city department in every one of the three counties.
03
Which courthouse hears a case from a Hickory crash?
G.S. 1-82 fixes venue for a Hickory crash case by residence, so a proper county is one that any plaintiff or defendant called home when the lawsuit started. For a party living in the Catawba County part of Hickory, that county is Catawba, and its courthouse is the Catawba County Justice Center in Newton.
| County | Courthouse and street address | District Court district | Superior Court district |
|---|---|---|---|
| Catawba | Catawba County Justice Center, 100 Government Drive, Newton, NC 28658 | 36 | 19 |
| Burke | Burke County Courthouse, 201 South Green St, Morganton, NC 28655 | 36 | 36 |
| Caldwell | Caldwell County Courthouse, 216 Main St NW, Lenoir, NC 28645 | 36 | 36 |
All three counties belong to District Court District 36. Catawba County is in Superior Court District 19, and Burke and Caldwell share Superior Court District 36.
Hickory claims above and below $25,000
G.S. 7A-243 divides civil cases by the amount in controversy. At twenty-five thousand dollars or under, a Hickory case goes to District Court, and above that figure it goes to Superior Court, in whichever of the three counties it is filed.
Exception. If not one party lives in this State, G.S. 1-82 lets the plaintiff pick a county and name it in the complaint and summons, though the judge may still move the trial.
A crash on the Burke or Caldwell side of the city line does not tie a case to Morganton or Lenoir. Where the parties live counts under G.S. 1-82.

U.S. 321, I-40 and U.S. 70 in southwest Hickory
The City of Hickory names three main arteries in its Edward P.A.C.T. zone, the patrol area that lies mainly in the city's southwest section and takes in the Appalachian State Hickory Campus. Those roads are Highway 321, Interstate 40 and Highway 70.
| Road | Name used by the official source | What that source says about it in Hickory |
|---|---|---|
| U.S. 321 | Highway 321, City of Hickory | A main artery through Edward P.A.C.T., and the road NCDOT's STIP project U-4700 would widen to six lanes toward Lenoir |
| I-40 | Interstate 40, City of Hickory | A main artery through Edward P.A.C.T. |
| U.S. 70 | Highway 70, City of Hickory | A main artery through Edward P.A.C.T., and the southern end point NCDOT gives for the U-4700 widening |
NCDOT describes project U-4700 as a 13.9-mile widening of U.S. 321 from just north of U.S. 70 in Hickory up to Lenoir's Southwest Boulevard. Its project page lists Hickory first among the five communities the work runs through.
If a tractor-trailer hit you on Interstate 40 or Highway 321 inside Hickory, read the truck accident page for the federal rules on the carrier and its driver.
NCDOT lists Catawba, Burke and Caldwell as the counties for the U-4700 work, which are the same three counties Hickory's city limits reach.
05
NCDOT ranks Hickory sixth of 92 cities for 2025
Hickory sits sixth among 92 North Carolina cities in NCDOT's newest ranking of cities with at least 10,000 residents, level with Monroe. That 2025 edition is built from every reported crash in the three calendar years 2023, 2024 and 2025.
The list weighs how severe crashes were and how often they happen per resident, among other factors, without publishing the math. A year earlier, the 2024 edition had Hickory in eleventh place.
A city ranking sums up thousands of crashes. Fault for your own Hickory crash is a separate question that no ranking answers.
Every year's place, and what each column counts, is on the Hickory crash statistics page.

Questions
Common questions
Does a Hickory address in Burke County change which police department responds?
No. Subsection (a) of G.S. 20-166.1 sends notice of a reportable crash inside a city or town to that city's police department. A crash within Hickory city limits on the Burke or Caldwell side of the county line goes to the Hickory Police Department like any other crash in the city.
Which number reaches the Hickory Police Department outside a 911 emergency?
The Hickory Police Department FAQ gives 828-328-5551, which goes straight to the department's Communications Center, and reserves 911 for police, fire or ambulance emergencies. A 911 call from Hickory first reaches the Catawba County Sheriff's Department and is then routed to the city's Communications Center.
Can our meeting happen at a relative's house instead of mine in Hickory?
Yes. Our opening step is a talk by telephone or video. When that talk ends, I can come to you for a meeting at your Hickory home, a relative's place or another spot you choose, with the decision on working together made in person there.
