Injury Attorney for the Sandhills and the Fort Bragg Area

If you were hurt in a crash anywhere in the Sandhills, from Lumberton up to Sanford, I can come to you. We talk first by phone or video. Then I meet you in person where you are, and in that meeting we decide whether to work together.

The Sandhills sit on I-95 and the U.S. 1 corridor, with Fort Bragg in the middle. Military traffic adds federal rules to some cases here.

This page covers the highways, what happens when a federal vehicle was involved, the residency rule for service members, the designated trauma centers in Fayetteville and at Fort Bragg, the four Patrol troops that write reports here, and the first conversation.

01

I-95, the I-295 Outer Loop and U.S. 1 through the Sandhills

I-95 and the Fayetteville Outer Loop

I-95 runs north and south through Robeson, Cumberland and Harnett counties. NCDOT has funded widening projects along it, including stretches near Lumberton and north of Fayetteville.

The Fayetteville Outer Loop is I-295. NCDOT built it in part to give Fort Bragg a direct connection to I-95, and its completed western portion reaches I-95 just across the Cumberland-Robeson county line. Traffic to and from the post shares that loop with everyone else commuting around Fayetteville.

U.S. 1, U.S. 421 and the Rockingham Bypass

U.S. 1 is the north-south road through the western Sandhills. It crosses Lee County, where NCDOT has a resurfacing contract on it that runs until summer 2027, and runs through Southern Pines in Moore County, and in 2018 NCDOT awarded a contract to widen a stretch of it east of Rockingham in Richmond County. U.S. 421 also crosses Lee County.

West of Rockingham, a bypass designated U.S. 220/Future I-73/74 runs from the U.S. 74 Business interchange to Harrington Road.

02

A federal vehicle hit you, so the agency claim comes first

A claim against the United States starts at the federal agency, not at the courthouse. Under 28 U.S.C. 2675(a), a person hurt by a federal employee's negligence presents the claim to the agency first, and a lawsuit waits until the agency denies it in writing. The rule covers claims for injury, property loss and death caused by a federal employee acting within the scope of the job.

Present the claim in writing

28 U.S.C. 2401(b) gives two years after the claim accrues to present it in writing to the federal agency.

Wait for the agency's answer

A final denial comes in writing by certified or registered mail. If the agency makes no final decision within six months, the claimant can treat that silence as a denial.

Sue within six months of a denial

Under 28 U.S.C. 2401(b), the lawsuit follows within six months after the agency mails its notice of final denial.

That sequence changes the order of everything else, so I want to know early if a government vehicle was involved.

03

Where can a Fort Bragg service member file a crash case?

Service members get a residency rule of their own under G.S. 1-82. A person who lived on or was stationed at a military installation in this state for at least one year before filing is treated as a resident of the county where the installation sits.

The same rule reaches an adjacent county where that person lives, and the statute names spouses and dependents along with military personnel.

The rule adds a county to the list. The ordinary choice under the same statute, a county where any plaintiff or any defendant lives, stays available.

Cape Fear Valley and Womack, the two Sandhills Level III centers

The North Carolina Office of Emergency Medical Services lists two designated trauma centers in the Sandhills, both at Level III. Cape Fear Valley Medical Center in Fayetteville was first designated in 2015, and Womack Army Medical Center at Fort Bragg was first designated in 2019. The list also shows American College of Surgeons verification for Womack in 2019.

The state list has no Level I or Level II center in these ten counties. Its Level I centers are in Charlotte, Durham, Greenville, Asheville, Chapel Hill, Winston-Salem and Raleigh.

The list records designation only. It does not decide where a particular injured person goes from a Sandhills crash.

Four Patrol troops split the Sandhills crash reports

The ten Sandhills counties fall under four State Highway Patrol troops, so the troop on a report depends on the county. These assignments come from the troop pages on ncshp.gov.

Patrol troopHeadquartersCounties on this page
Troop BFayettevilleCumberland, Robeson, Harnett
Troop HMonroeMoore, Hoke, Richmond, Scotland, Anson
Troop DGreensboroLee
Troop ESalisburyMontgomery

Troop B gives Cumberland, Robeson and Harnett a Patrol district each, with no other county sharing it. Troop H groups Moore with Hoke and Richmond with Scotland, and it pairs Anson with Union, a Charlotte-area county.

Inside a town with its own police, that department most likely responded, according to a Patrol first sergeant interviewed by NCDPS. Southern Pines, for one, provides accident reports that are public records online through sosoftcc.com/sppd or at the department at 450 W. Pennsylvania Avenue.

Search the Patrol's records

For a Patrol crash, NCDPS runs an online search by county, name or report number, and a new report can take up to 48 hours to appear.

Mail NCDMV form TR-67A

Send it to the Crash Reports Unit at 3106 Mail Service Center, Raleigh, NC 27697-3106, with a check payable to NCDMV. Cash is not accepted by mail.

Allow ten business days

The Division asks for ten business days to process a mailed request, and a person involved in the crash receives a redacted copy.
