Greenville Car Accident Attorney Who Comes to You in Pitt County

Greenville is the Pitt County seat, and my one office is in Graham. That distance changes nothing about the first call or the visit after it. Admitted in 1998, I represent injured people from every part of North Carolina.

From here the page settles who writes the report for a Greenville crash, when a civilian investigator comes instead of an officer, why a parking lot crash here leaves no city report, which courthouse hears a Pitt County case, the road projects NCDOT has named inside the city, Greenville's 2024 crash count, and how the first call leads to a meeting.

01

Greenville Police, ECU Police or the Patrol on your report

The Greenville Police Department writes the report for a reportable crash inside the Greenville city limits, and G.S. 20-166.1(a) names a city's police department as the appropriate agency for a crash in that city. Section 61.1.5 of the department's policy manual makes Greenville officers responsible for responding to and investigating all reportable traffic crashes within its jurisdiction, and section 61.2.1 has the investigator complete the state DMV-349 form through the eCrash reporting system.

G.S. 20-4.01(33b) treats a crash on a Greenville street as reportable when it kills or injures a person or when property damage reaches $1,000 in total. A vehicle seized under G.S. 20-28.3 is a special case in that definition, since any amount of damage to it counts.

East Carolina University Police inside Greenville

The East Carolina University Police Department answers traffic accidents on the ECU campus in Greenville. G.S. 116-40.5(a) gives campus officers jurisdiction over property the university owns, leases, manages or controls, plus any public road passing through that property or immediately adjoining it. G.S. 116-40.5(b) allows a joint agreement with a city to extend that authority, and ECU Police says on its FAQ page that a jurisdiction-expanding agreement with the City of Greenville grants its officers full police powers within the city limits. The same FAQ says an officer will respond to a traffic accident on campus.

Pitt County roads past the city line

Past Greenville's city line, the agencies G.S. 20-166.1(a) names for a Pitt County crash are the Highway Patrol, the Pitt County Sheriff's Office and any qualified rural police force in Pitt. The Eastern North Carolina page names the Patrol troop for Pitt County.

02

Civilian crash investigators at Greenville fender benders

A Greenville crash with damage and no injuries can be worked by a civilian crash investigator instead of a sworn officer. Session Law 2023-52 created G.S. 160A-499.6, which lets a city hire Civilian Traffic Investigators, and subsection (b)(8) confines them to crashes with property damage and nothing more.

The Greenville Police Department uses civilian crash investigators and places them under the supervisor of its Traffic Safety Unit, according to policy 61.2.1. That policy lets one investigate a minor crash only when the crash involves property damage alone, nobody involved is in a physical conflict and no hazardous material is present.

Damage only on a Greenville street

A civilian investigator can take it. G.S. 160A-499.6(b)(8) gives that report the standing of an officer's report for the public copy rule in G.S. 20-166.1(i).

Someone hurt in a Greenville crash

A law enforcement officer investigates it. The statute says so, and the city policy has sworn officers respond without delay to every crash involving death or injury.

Exception. Greenville's policy also calls for a sworn officer at a hit and run, at a crash with suspected alcohol or drug impairment, and at one where a vehicle needs towing, even with no injury reported.

If a civilian investigator handled your crash and the pain started afterward, tell me that in our first call. I want to know which kind of report exists before anything else.

03

No city report for a crash in a Greenville parking lot

Policy 61.2.1 tells Greenville officers that crash reports are not taken for crashes on personal or private property. A collision in a private lot or driveway in Greenville leaves you without a city DMV-349.

Exception. The policy carves out gated communities, which it considers public property. A crash inside a gated Greenville neighborhood is not shut out by the private property rule.

Without a city report, the names, insurance details and photographs you gathered in the lot carry more of the weight. Keep every text and message the other driver sends you after a lot crash.

Pitt County Courthouse on West Third Street and District 3

When anyone on either side of a Greenville crash lawsuit lives in Pitt County, Pitt is a proper venue, and the courthouse for that county is the Pitt County Courthouse at 100 W Third St in Greenville. G.S. 1-82 looks at where the parties lived on the day the suit began, and Pitt County qualifies when any plaintiff or defendant then lived there. Where the Greenville collision took place is not part of that statute's test.

CourthouseWhere it isSuperior CourtDistrict Court
Pitt County Courthouse100 W Third St, Greenville, NC 2783433

Pitt County belongs to Superior Court District 3 and to District Court District 3 on the Judicial Branch location pages, using the district map that took effect January 1, 2024. The Judicial Branch's Pitt County listing also names a Farmville Courthouse.

Pitt County District Court versus Superior Court

The amount in controversy picks the trial division. For a Pitt County case, G.S. 7A-243 puts claims of up to $25,000 in District Court and claims over $25,000 in Superior Court.

Exception. With every defendant residing beyond North Carolina's borders, the only venue G.S. 1-82 leaves is a plaintiff's county of residence. A Greenville plaintiff suing a Virginia driver would look to Pitt County on that basis.

A plaintiff or defendant with a Pitt County address makes the West Third Street courthouse a proper venue for the case.

NCDOT's Greenville projects on Allen Road, Evans Street and 14th Street

Three NCDOT project pages describe widening work in and near Greenville. Allen Road Widening, project U-5875, covers about 2.3 miles of Allen Road from Stantonsburg Road to Dickinson Avenue Extension, which NCDOT labels U.S. 13, and the page says construction is underway.

The Evans Street and Old Tar Road project joins Greenville to Winterville, and its north end is Greenville Boulevard. Winterville is its own town on the Pitt County list of municipalities, so a crash at the south end of that project is outside the City of Greenville.

The Southwest Bypass and I-587 at the city's edge

The Southwest Bypass is a 12.6-mile, four-lane freeway that NCDOT opened on November 21, 2019. It begins on N.C. 11 about 2 miles south of Ayden, wraps around the west side of Ayden and Winterville, and ends at the U.S. 264 Bypass west of Greenville.

NCDOT's July 2022 release on the new numbering system says a 37-mile stretch of U.S. 264, from I-95 at Wilson to the N.C. 11/U.S. 264 interchange in Greenville, was re-designated I-587.

For an ordinary collision on any of these roads, the car accident page goes through the claim itself.

Greenville's 2024 crash count in the state's city table

Greenville has 3,434 crashes on its line of the city table in NCDMV's 2024 Traffic Crash Facts, the most recent edition posted for download. That line also prints 6 fatalities and 1,553 injuries.

96,443people in Greenville city, Census V2025 estimate

Greenville's 96,443 tops the July 1, 2025 Census figures for Rocky Mount, Wilson, Goldsboro and New Bern, four cities in counties that the Eastern North Carolina page also serves. Greenville's crash total counts collisions across the city and cannot show who was at fault in yours.

The Greenville crash statistics page breaks down each column. If the Greenville crash killed someone in your family, the wrongful death page is written for families in that position.

Questions

Common questions

Does an ECU Police crash report come from the Greenville Police records window?

No. An ECU Police report is requested from the East Carolina University Police Department itself. Its FAQ asks for a written request, made through the online form or on a paper form from the department, and says the report is ready about five business days later at Police Dispatch, free of charge.

My crash was in Winterville. Does Greenville Police have the report?

Usually not. Winterville is a separate town on Pitt County's list of municipalities, and the Greenville Police Department's crash policy reaches crashes inside its own jurisdiction. The report for a Winterville crash sits with the agency that worked that scene.

Can we meet somewhere other than my house in Greenville?

Yes. When our call by phone or video ends, I can come to a relative's house, a hospital room or another Greenville place you choose. Where we meet has no bearing on the decision about working together, which we make in person.
